It seems from reading the statute that City Hall could not have changed the garbage collection fee like they did in September Here is the quote from the statute.
Artículo 288.- Obligaciones de Pago.
Las obligaciones de pago de las tasas dependerán de la naturaleza de su hecho imponible y conforme se determine mediante ordenanza, originándose:
a) Cuando se inicie el uso privativo o el aprovechamiento especial, o cuando se inicie
la prestación del servicio o la realización de la actividad, aunque en ambos casos
podrá exigirse el depósito previo de su importe total o parcial.
b) Cuando se presente la solicitud que inicie la actuación o el expediente, que no se
realizará o tramitará sin que se haya efectuado el pago correspondiente.
Párrafo I.- Cuando la naturaleza material de la tasa exija el pago periódico de ésta, y así se determine en la correspondiente ordenanza, el mismo tendrá lugar el 1 de enero de cada año y el período impositivo comprenderá el año natural, salvo en los supuestos de inicio o cese en la utilización privativa, el aprovechamiento especial o el uso del servicio o actividad, en cuyo caso el período impositivo se ajustará a esa circunstancia con el consiguiente prorrateo de la cuota, en los términos que se establezcan en la ordenanza.

City Hall/Garbage pick up in Costambar

I received a message from the Junta de Vecinos a few days ago saying that finally an agreement was found and a normal property in Costambar has to pay 300 pesos per month.

Today I called City Hall and I spoke to Robin Mejia, who apparently is in charge of things like garbage pick up. I called, because my garbage was not picked up for almost 2 weeks and also because I wanted to know, if there is a place close to Costambar, where we can pay for the service.
Well, this is what I found out:

They raised the price for the garbage pick up and we now have to pay 450 pesos for a normal property. I told the guy, that we just received the information about 300 pesos… He said it is a general raise and also the people in Bayardo and Torre Alto have to pay 450 pesos - beginning next month.

Then I asked how many times the garbage is picked up in the city in the areas like Bayardo and Torre Alta and he said 2 to 3 times per week. I asked him if he thinks that we are more stupid or maybe uglier in Costambar, because for that price they only promised to pick up our garbage ONCE per week and they are not even coming regularly…
I filed a complaint and he ( Robin Mejia ) promised to take care of the problem.
He also told me, that they do not have an office close to Costambar, however their employees will regularly go from door to door to collect the money… Well, I never saw anybody coming around to collect anything…
He told me not to pay until the service is getting better…???

Afterwards I went to pay my water bill at the Cooraplata office and they told me, that the garbage in Cafemba (Ciudad Universitaria) is picked up twice a week and they always come the same two days without problems…
So how come that it doesn’t work that well in Costambar? Why are we always second class citizens in Costambar? I am really tired of that behavior and I suggest the Junta de Vecinos should announce these differences at the local radio in the morning, when everybody is listening. Mad

The meeting was cancelled, due to the death of one of the Councilmen's relative.

Supposedly, it is to be re-scheduled soon.

Today is Monday 17th of June. According to a previous message, there was a meeting at the Town Hall on Wednesday 12th of June about the garbage collection.
Well, what happened? 
How much are we supposed to pay? Please give us some information..

I really don’t think that everybody is living an alcoholic life, but you are right, when you say, that the foreign people living in Costambar should learn the language.. It must be quite awful to spend your life in a place, where you cannot speak to the local people… But that is another question…
I always wonder, when a meeting is scheduled to 3 P.M. on a normal weekday.. Not everybody is here on vacation actually and people, who are working cannot join a meeting at that hour.
I also still wonder, WHO is the authority in Costambar?? We actually have 3 different parties working in different directions. Vallarino (Los Mangos) is defending his course and the two others are kind of working against each other. Not very good for Costambar and I understand if the authorities in Puerto Plata get confused.
Still I don’t find it fair, if we have to pay other prices, than the people in the city.. Not that I find 450 pesos a lot of money - it is just a principal.. They do clean and pave the streets in the city…
I am not a member of APC any longer, because of the huge amount of problems in the past. I am just sick and tired of it and I cannot see any purpose any longer.
Still I cannot understand, why general information is not shared on this Forum. I cannot care less, who is member of this or that, because if I have any information, that is interesting for the people in this community I simply share it with everybody…

Hopefully we will be informed by the end of next week, what the majority of the people in Costambar will do, according the garbage pick up. If we pay City Hall and how much.. It is fine with me to stay with City Hall if they really do the service… Smile

Stanley sent out an email to APC members advising of a meeting at the Town Hall, Wednesday 12 June at 3 pm. Subject is payment for the garbage in Costambar..
Location is the building next to Banco BHD in the main square opposite the cathedral. I hope this will finalize the issue of payment amount. However I think the amount should cover more than just collecting the garbage. Cleaning and maintaining (i.e. repairing) the streets should also be part of the City's responsibilities. They regularly clean and repave streets in the other barrios. Why not Costambar too ?

I believe that some members of APC want to bring back the collection service within the community. This would be a retrograde step in my opinion. The equipment is in appalling condition, a new dumping contract would have to be negotiated, staff hired and measures would have to be put into place to avoid the gross theft of gasoline and parts by employees, which was recently uncovered. At this point I think its best to leave the City to take care of all the admin. headache. Ideally the Junta de Vecinos or APC should take care of relations with the City ensuring that the contracted service is provided. However both entities have been woefully unimpressive handling this matter for some time. I should think the current City officials are totally confused as to who really speaks for Costambar and their resulting attitude to us isn't surprising. It would help if more community members took time off from their alcoholic lives to learn Spanish and the art of cultivating and negotiating with local officials.

Thank you for your answer. It is actually nice that SOMEBODY is answering at all - ha ha ha - everybody here seams to be asleep…

Good for you that you are feeling well in Sosua. Personally I never liked Sosua very much and it was never an option for me to move there.
I actually like Costambar . I have been living here for 20 years and I feel at home.

But you are right about the expenses in Costambar. The authorities always treat us like idiots with high bills and low service, maybe because they think we are all foreign people and it is a bad Dominican habit always to squeeze as much money as possible out of us.

I also believe that 450 pesos for the garbage is too much compared to the price in other areas, however nobody seams to care. If they really pick up the garbage twice a week and also take all the garden cuttings once a week I have no problem paying 450 pesos. I would just like to know, what the rest of the people in Costambar is doing.. I have written 2 e mails to the Junta de Vecinos in Costambar and nobody has answered any of my mails so far….

Yes, we still have black outs in Costambar - generally from 12 to 5 p.m. more or less. But they do have installed all the new posts for the new wire and I believe that a big part of Costambar is already connected to the new lines. At least something…
Today I went to Puerto Plata - to the center of the city, where they normally have 24 hours electricity . They had no light the whole day today. They told me, that generally they do not have light every Tuesday for the whole day and another day too - like half the day. I don’t remember which day it is.. So the 24 hours areas don’t have good service either right now.
I never had problems with water in Costambar. I must be one of the few lucky people here, because I really always have enough water. I even have a well, which I am never using..

So I will stay in Costambar and I wish you good luck and happiness in Sosua he he.. bounce

Well you probably won't like my opinion Anette, but since nobody else is commenting, or reading this I fear, here goes!

As you know I tried to defend Costambar here & on DR1 for a number of years, I really believed I'd see my days out in the town.

Then I removed my blinkers & saw the light.

My garbage is collected 3 times a week without fail for only RD300 a month.

My power is off on average about 30 minutes a day.

Where I am water is expensive, but some areas have 24 hour water from Corraplata for RD250 per month.

I left Costambar for Sosua.

The town isn't perfect - everybody knows about the problems with the whores, but they can be avoided, as they can in Costambar.

If you choose your location carefully, you can find a safe home in a diverse community with cultural activities within 5 minutes by car.

There are at least 3 beaches here which offer a wide variety of activities for all, from "bar culture" to deserted sands.

The choice of restaurants is wide & varied, from "Dominican Flag" to high-end cuisine.

The mayor is pro-active & well-connected & there are no petty local politics in evidence.

Friends from Costambar who have visited appear to be envious, to a man.

Maybe we were extremely fortunate.

The human mind is like a parachute ........ it works best when it is open ...

Finally they picked up the trash in Costambar today after approximately two weeks without any service.
I asked the guys at the truck and they said, that they did not pick up the garbage for a long time, because the truck was broken….
They confirmed, that the garbage pick up will be Mondays and Thursdays…

NOBODY HAS AN OPINION ??? Do we pay the 450 pesos or do we not pay???

Just another comment to the garbage pick up ( City Hall )

I called City Hall today to complain about the service. I also asked what is actually included in the price they expect us to pay.
I also asked, why we - in Costambar - have to pay more than people living in the city.

The explanation to - why we pay more than people in the city - was kind of stupid, because the girl told me, that because they have to clean OUR beach, we have to pay more. I asked “OUR BEACH ?” And she said, that we are so lucky having a beach and we have to pay for the maintenance.
Well, I told the girl, that ALL beaches in the country are public and the people, who are making the beach of Costambar dirty, are not exactly the people living in Costambar. A public beach has to be cleaned by the authorities I told her.
The girl did not know what to say to me then….

Then she told me, that they pick up all the cuttings from our gardens and they don’t do that in the city.. She was not able to give me an answer on WHEN the cuttings are picked up and she could not tell me either how often the truck is supposed to pick up our normal organic garbage.
I told her that I wanted to file a complaint, because my garbage was not picked up for over 1 week now - and I don’t think they are picking up cuttings at all.

I asked her to get some information and I said I would call again tomorrow. Interesting what she is going to tell me tomorrow…

Exactly 1 hour after I hang up, I got a phone call from City Hall with an automatic voice asking me to pay my bill as soon as possible…………… lol!

Today I received another bill from City Hall according Garbage pick up. Now the bill is 450 pesos per month for a house.
Are we going to pay this bill or is it still too high???
Please share some information if you know about this issue - please please..

I don’t find the service very good actually. They might pick up once a week I think. I don’t have big problems with that, because I use very good garbage bags and I close them tight and place them inside my can. But not everybody is doing that and it is indeed not looking good everywhere.

I cannot find out when they pick up cuttings from the garden or if they actually do that at all. I organize my cuttings ( cut it small) and place it in big black bags and until now it was picked up every once in a while.

However I have seen that there is a huge amount of cuttings at the corner in front of Lóase - next to Felippo Boscos house and it has had been there for a veeeeeery long time, so I wonder if cuttings are picked up at all.
What is your experience please?

Now somebody told me, that the people in Bayardo are actually only paying 250 pesos per month for a house?? I am getting very confused.. bounce

Don't forget to include ALL of the ID info provided on the invoice and be polite.

Email is better than lining up at City Hall or trying to explain over the phone and you also have a written record...

I do prefer to be helpful to the community rather than just bitch.

Do not pay the fees thay sent this month. Go to City Hall´s firs floor to the office on the left and file a claim for erroneous fee, they´ll give you a receipt. The fee should not be more than RD$400 for a house and RD$200 for an apartment. The Junta de Vecinos has already file a protest on behalf of the whole of Costambar, but the more individuals who file a protest the better.

I understand we got one too for RD$1,000. This whole issue needs investigation which I will pursue on my trip to Costambar this week.

City Hall and garbage pick up

I am out of the country right now, however my husband told me, that we received a bill from City Hall - 1000 pesos per month for the garbage pick up.

As far as I was informed, we were supposed to pay around 400 pesos for the service ???? A couple of weeks ago, a guy from City Hall came to the homes at my neighborhood to catch information about names, addresses etc. This guy also said, that the price would be around 400 pesos.

What is going on?? Does anybody have any information to this topic please.?

Furthermore, the garbage pick up is not working very well I believe. They are supposed to pick up the garbage every Monday and every Thursday (according to the "Junta de Vecinos") and my husband has told me, that our garbage was not picked up for the last two weeks...Shortly before I left the country I left a nicely closed big black plastic bag ( not very heavy) next to my can - and the bag is still standing there almost 3 weeks later...

I have really nothing against the fact that City Hall is picking up our garbage, however I do NOT want to be treated like an idiot - paying too much and not getting service.. If they are supposed to clean the streets and the borders too and picking up the cuttings all over Costambar I have nothing against paying 1000 pesos - BUT the job has to be done..

What is your experience? And please post some information if you have any.
