On Tuesday there was meeting in Costambar run with professional discipline by the entire Ayuntemiento to hear the concerns of Costambar residents. About 80 people were in attendance. The National Police and APC security were in evidence. It was plainly a meeting with a purpose.
It did not start well for APC since the Chairperson censored APC represented by Stanley Bobyk and the counsel for APC, for not showing the proper respect to the Ayuntemiento by being totally unprepared to make a submission, or to deliver written material for consideration. In contrast Gus Dominguez spoke from a well prepared, wish list. He outlined seven points which effectively took the management of the project from APC and vested it with The Club de Golf, the Junta de Vecinos and the Ayuntemiento. A representative of the Club de Golf spoke, backing up what Dominguez had to say. Hector Luis made notes during the previous presentations then made a general case outlining the work done in the community.
There was no effective rebuttal of the information, loaded with errors and falsehoods, put forward by the Junta or Club de Golf, who were clearly acting in concert. Claudia Docker gave a short attempt at clarification, as did Jose Polanco and Mark Gill. We take no satisfaction in this humiliation since our group support maintenance services being supplied by APC, and reject the structural changes recommended by the Junta and Club de Golf. Those changes would not include APC. They suggest the Club de Golf be responsible for Security, the Ayuntemiento responsible for Garbage, and a Manager in common for the project.
The criticisms raised by the Junta and Club de Golf accurately reflect the failure of the present maintenance company to clean the lots, pick up the garbage, and keep the street lights in proper order. The Unity Group do not support the structural changes suggested, but think that a different management style is necessary. Nor have we taken part in discussions with the opposing interests. After this meeting we may have no further say in the matter.
The Junta and Claudia raised an issue which is troubling, and that is there are residents who pay a reduced fee because they are friends of the President, while the same advantage is not available to others. That simply put is corruption. We do not have the evidence to support the allegations and those can only be obtained from doing an audit investigation of the accounts. Although law 2000-04 and Article 7(c) of the Institutos give us direct access, this has been denied by the current President and Treasurer. We have not pursued the matter aggressively since there is far too much in litigation already.
APC having been out smarted, out flanked and completely unprepared, we now have no choice but to await the conclusions of the Ayuntemiento.

Una carta del Grupo de Unidad.
El martes pasado, se celebro una reunion en Costambar - la que se efectuo con una eficiencia admirable por parte del Ayuntamiento - a fin de conocer los problemas de los residents de Costambar. La Policai Nacional y la Seguridad de Costambar estuvieron presents y en evidencia. Claramente fue una reunion con un proposito.
Las cosas no comenzaron bien para APC, ya que la presidenta censuro a los representantes de APC – Stanley Bobyk y al consejero legal - por no haber mostrado respeto al Ayuntamiento a causa de que vienieron totalmente sin preparacion alguna para someter ninguna sugerencia o material por escrito para consideracion. En contraste, Gus Dominguez hablo y presento una lista de projectos para consideracion, senalando siete puntos que en efecto, le quitarian el manejo del projecto a APC y se le otorgaria al Club de Golf, la Junta de Vecinos y el Ayuntamiento. Un representante del Club de Golf hablo, respaldando lo que Gus Domiguez ya habia dicho. Hector Luis Rodriguez tomo notas durante las previas presentaciones y entonces presento un caso generalmente haciendo hincapie en los logros en la comunidad.
No hubo ninguna refutacion de aquella informacion llena de errors y falsedades que presento la Junta de Vecinos y el Club de Golf, las que claramente estaban operando en conjunto. Claudia Docker trato de presentar una corta aclaracion, tal como lo hicieron Jose Polanco y Mark Gill. Nosotros no nos regocijamos de tal humillacion, ya que nuestro grupo respalda los servicios de mantenimiento suministrados por APC y rechaza los cambios estructurales recomendados por la Junta de Vecinos y el Club de Golf. Cambios donde APC no estaria incluida. Ellos sugieren que el Club de Golf se haga responsable de Seguridad, el Ayuntamiento por la recogida de basura y que se busque un gerente que funcione comunmente para el projecto.
Las criticas que senalan la Junta de Vecinos y el Club de Golf, reflejan con certeza el fracaso de la presente compania de mantenimiento en limpiar los solares vacantes, recoger la basura y mantener las luces callejeras funcionando apropiadamente. EL Grupo de Unidad no respalda los cambios estructurales sugeridos, pero es de la opinion que se necesita un estilo administrativo diferente. Nosotros tampoco hemos tomado parte en discusiones con aquellos intereses opuestos. Despues de esta reunion, es possible que no tendremos mas que decir al respecto.
La Junta de Vecinos y Claudia sacaron a relucir un turbulento asunto , y es el que hay residents que pagan cuotas reducidas porque son amigos del presidente, mientras que no se les extienden esas mismas ventajas a los otros. Simplemente hablando, esto es corrupcion. No tenemos la evidencia para respaldar esos alegatos, los que nada mas se podrian obtener despues de que se efectuase una auditoria a fondo de las cuentas. A pesar de que la ley 2000-04 y el Articulo 7 (c) de los Estatutos nos conceden acceso directo a estas informaciones, las mismas nos han sido denegadas por el Presidente y Tesorero. No hemos dado seguimiento a este problema mas agresivamente, a causa de que ya hay demasiados litigios en existencia.
Ya que APC fue totalmente superada tactica y mentalmente en esta reunion, a cause de no haber estado debidamente preparada, ahora no nos queda otro remedio pero el de aguardar las decisiones del Ayuntamiento.
